<p>After two years of anniversary events in virtual mode, the Coalition is looking forward to seeing you in person to share the state of play and promising actions around the theme &#8220;Going Carbon Neutral by 2042, 20 years to act&#8221;. Indeed, global warming is intensifying and there is little time left to act. The latest IPCC report is unequivocal: the current status quo will lead to disastrous consequences, unless concrete and decisive climate action is taken now.</p>



<p>Over the past 20 years, actions in the Montreal community have attempted to change the trend. While recognizing the successes, current efforts are insufficient to reverse the trend. What can be done to intensify action in the face of the climate emergency? How can we convince elected officials to go further and undertake the required changes? How can we engage all the actors in the necessary transition, including elected officials, public servants, leaders of various organizations, workers and all citizens? These are some of the topics that will be addressed during our 7th anniversary through conferences, an intergenerational roundtable, sharing and workshops dealing with your projects and action strategies to engage the Montreal community on the path of a real ecological transition towards carbon neutrality. Different themes will be addressed: citizen mobilization, development of public policies in favor of the climate, building political and democratic consensus, support for project leaders and social action catalyst for action!&nbsp;&nbsp;</p>

<p>Are you concerned about the future of your city? Just like climate change? France has been running its national &#8220;Ecoquartier&#8221; programme for a decade now, designed to bring together civil society, developers and municipalities so that new developments contribute to the energy transition while promoting social equity.</p>
<p>In Quebec, Écoquartiers projects such as the Angus Technopole are the exception rather than the rule. But now there is a unique opportunity for Lachinois and other Montrealers to redefine the city of tomorrow. Indeed, the Office de consultation publique de Montréal (OCPM) will hold a <a href="http://ocpm.qc.ca/fr/lachine-est" target="_blank">public consultation</a> prior to the future Lachine-Est project (more than 50 hectares and more than 4,000 units).</p>

This conference, on the theme of &#8220;The eco-neighbourhood of today, the city of tomorrow&#8221;, will draw inspiration from best practices for the future development of Lachine-Est, while laying the foundations for a future Montreal eco-neighbourhood development program.</p>
<p>This event will take place on Saturday, March 9 from 9:30 am to 5:30 pm in Lachine. A dinner will be served to participants and a networking cocktail will conclude the event.</p>
<p>You will be able to hear more than twenty guest speakers, including Alain Jund, Deputy Mayor of Strasbourg, in charge of urban planning and energy transition, President of the French National EcoQuartier Commission and Christian Yaccarini, President and CEO of the Société de développement Angus.</p>

										<content:encoded><![CDATA[<p>Two environmental groups, The Montreal Climate Coalition and Trainsparence have asked that the Réseau Électrique Métropolitain (REM) be subjected to a proper climate test to determine the project&#8217;s effect on greenhouse gas emissions. This request was made in a letter to Quebec&#8217;s Environment Minister, David Heurtel.</p>
<p>“Quebec’s greenhouse gas reduction (GHG) commitments are ambitious and their timelines are very short. To meet our commitments, we must choose the best projects available, starting now. The REM is a $ 6 billion+ project that will absorb most transit investments over the next decade. It therefore seems appropriate to make a full assessment of the project&#8217;s effects on GHG emissions,” reads part of their joint letter.</p>
<p>The REM&#8217;s promoter, Caisse de dépôt et de placements du Québec (CPDQ) released a paper on this subject: <em>Étude sur les gaz à effet de serre</em>, dated February 1, 2017, suggesting that the REM will achieve very modest GHG reductions, representing one tenth of 1% of transportation emissions in Quebec. However, this study has several major shortcomings, making it impossible to conclude about the merits of the REM.</p>
<p>“Assuming the CDPQ numbers are right, it is difficult to see how we will ever meet our GHG targets by spending over $6 billion to achieve such a tiny reduction. But more importantly, the CDPQ never considered how the REM will encourage urban sprawl, a major contributor to GHG production. Nor did it consider what is probably 700,000 tons of GHGs required to make the concrete to construct the REM,” says spokesman John Symon.</p>
<p>Symon notes that GHG emissions from construction of the REM will therefore cancel the first 20 years of expected GHG reductions from this project. “If I were a college professor marking the CDPQ&#8217;s study, I would not give it a passing grade. The public deserves much better,” notes Symon.</p>
<p>“Because of these important omissions, among others, we are asking Heurtel to order an independent climate test on the REM before construction begins . A credible assessment should also consider whether alternative projects (to the REM) would allow for greater emission reductions at lower costs. The timing is perfect because the Intergovernmental Panel on Climate Change meets this week in Montreal,” continues Symon.</p>
<p>The two groups remind the public that Quebec&#8217;s Bureau d&#8217;audiences publiques sur l&#8217;environnement (BAPE) rejected the REM in a report released in January, 2017.</p>
<p>The CDPQ estimates the cost of the REM at $6.1 billion, including over $3 billion of public monies. Not included in the cost estimate are billions more worth of public assets that will be basically given to the CDPQ for free. The two groups cited above also note that the REM project runs counter to key recommendations of the Charbonneau Commission on fighting corruption.</p>

<p>The meeting is open to members of the Montréal Climate Coalition. You can register for membership <a href="http://bit.ly/CCM-Membre">here</a> ($5 for 1 year, $10 for 3 years) or on site before the meeting begins.<br />
Also on the day’s agenda:</p>

<li>at 10am, we will screen the documentary film “Demain”</li>
<li>from 12-1pm, a potluck lunch will be held &#8211; bring your oven’s best!</li>
<li>the second half of the AGM will consist of presentations of our key projects and those of certain partner organisations</li>
</ul>
<p>Finally, a child care service will be available on site; please indicate your intention to make use of this service on the registration form.</p>
